The dog attacks have to occur off of the dog owner's property involving other pets before the dog is declared dangerous. A lady who testified had her miniature horse eaten alive by another's dog. Another dog was seriously injured while lawfully on its own property by a dog attack. The Commissioners kept the dangerous dog definition the same and did not make it less stricter.
